SPECIFIC PROCUREMENT NOTICE
RUSSIAN FEDERATION
JUDICIAL REFORM SUPPORT PROJECT
System of corporate telephone network (CTN) of arbitration courts of the Russian Federation

The Russian Federation has received financing from the World Bank toward the cost of the Judicial Reform Support Project, and it intends to apply part of the proceeds toward payments under the contract for System of Corporate Telephone Network (CTN) of Arbitration Courts of the Russian Federation. The Foundation Bureau of Economic Analysis (hereinafter BEA) serves as the implementing agency for the Project now invites sealed bids from eligible bidders for: System of corporate telephone network (CTN) of arbitration courts of the Russian Federation, including audit of automation sites; design of CTN; supply and installation of equipment and software (IP telephones, USB telephones, analogue telephones, web cameras, voice gateways etc.); staff training and warranty services.

Bidding will be conducted through the international competitive bidding procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, (edition of May 2004), and is open to all eligible bidders  as defined in the guidelines, that meet the following minimum qualification criteria:

a) Financial Capabilities

The Bidder’s (single Bidder or Joint Venture) average annual turnover shall be at least equivalent of USD 30 million for the last 3 years (2007 – 2009).

If the Bidder is a Joint Venture, the average annual turnover of the Partner in charge shall be at least equivalent of USD 20 million for the last 3 years (2007 – 2009).

The Bidder shall provide, as documentary evidence for the above information, copies of the auditor's conclusions for the above mentioned period or balance sheets certified by tax service of the Bidder's country (as a rule for the Russian companies).

b) Specific Experience with Similar Projects

The Bidder shall confirm experience in realization (as a main contractor or the leading  partner of a joint venture) of at least one contract in implementation of engineering solutions based on Microsoft Office Communications Server 2007 for the last 4 years (2006 – 2009).

c) Production Capacities

(1) The Bidder shall be certified in accordance with ISO 9001 or GOST R ISO 9001:2001 or GOST R ISO 9001:2008 quality management standards. This certificate shall be submitted by the Bidder to the Purchaser before signing of the Contract Agreement.

(2) The Bidder or its designated subcontractor shall have warranty service centers in Project Sites, or must submit as a part of Preliminary Project Plan the detailed plan for setting up such warranty service center to provide warranty services and technical support on the terms indicated in the Bidding Documents. The Bidder shall submit to the Purchaser the copies of signed subcontracts with warranty service center(s) before signing of the Contract Agreement.

(3) The Bidder shall have the following qualifications (certificates, capacity) valid at the time of Bid submission:

·      Microsoft Unified Communications Solutions on three specifications:
1. Messaging Specialization;
2.  IM/Presence Specialization;
3. Voice Specialization.

(4) The Bidder shall confirm availability of the personnel required for contract implementation, who are certified by the manufacturers of the hardware and software to carry out mounting, installation, and commissioning of the following hardware, software and equipment:

1. Microsoft Certified Technology Specialist (MCTS): Office Communications Server 2007, Configuration – at least 1 (one) specialist;
2. Microsoft Certified IT Professional: Enterprise Messaging Administrator – at least 1 (one) specialist;
3. Voice Gateway #1 and #2 – at least 1 (one) specialist certified by the manufacturers.

The Bidder shall submit a list of the proposed personnel signed by the head of organization or its branch, and certification documents.

Interested eligible bidders may obtain further information from and inspect the bidding documents from BEA at the address below during office hours i.e. 10.00 to 14.00 hours Moscow time.

A complete set of bidding documents in Russian and English languages may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of  3,000.00 Russian Rubles (no VAT is charged) or in USD 100.00. The document will be sent by airmail for overseas delivery and surface mail for local delivery.

All bids must be accompanied by a bid security of USD 130,000.00 or an equivalent amount in the currency of Bid, or an equivalent amount in a freely convertible currency or in Russian roubles, and be delivered to the address below by 14.00 Moscow time on September 27, 2010. They will be opened immediately thereafter, in the presence of bidders’ representatives, who choose to attend, at the address below. Late bids will be rejected.

The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which can result in ineligibility to be awarded World Bank-financed contracts.
