This Specific Procurement Notice follows the General Procurement Notice (GPN) for this project that appeared in Development Business, issue no. WB4765-712/07 of September 26, 2007.

The Russian Federation has received financing from the World Bank toward the cost of the Judicial Reform Support Project, and it intends to apply part of the proceeds toward payments under the contract for Procurement of Equipment and Building of the Communication Channel System for Distant Judicial Proceedings of the Supreme Court of the Russian Federation. The Foundation “Bureau of Economic Analysis” (hereinafter BEA) now invites sealed bids from eligible bidders for Procurement of Equipment and Building of the Communication Channel System for Distant Judicial Proceedings of the Supreme Court of the Russian Federation including: Videoconferencing Administration and Control Systems, Telecommunication Equipment of Communication Nodes, Presentation equipment, Service and Signal VoIP Communication and Peripheral Equipment.

The Supplier shall provide technical support and warranty services.

The delivery/construction period is 72 weeks.

Bidding will be conducted through the international competitive bidding procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, (edition of May 2004), and is open to all eligible bidders as defined in the guidelines, that meet the following minimum qualification criteria:

a)    Financial Capabilities

The Bidder’s (single Bidder or Joint Venture) average annual turnover shall be at least equivalent of USD 60 million for the last 3 years (2006 – 2008).

If the Bidder is a Joint Venture, the average annual turnover of the Partner in charge shall be at least equivalent of USD 30 million for the last 3 years (2006 – 2008).

The Bidder shall provide, as documentary evidence for the above information, copies of the auditor's conclusions for the above mentioned period or balance sheets certified by tax service of the Bidder's country (as a rule for the Russian companies).

b)    Specific Experience with Similar Projects

The Bidder shall furnish the documentary evidence that the Bidder have an experience in implementation of large contracts for supply and installation of territory-distributed information system. At least 1 contract for not less than equivalent of USD 8 million for the last 3 years (2006 – 2008).

The Bidder shall furnish the documentary evidence that the Bidder or its authorized subcontractor have an experience in implementation of contracts for building of territory-distributed videoconference network. At least 1 contract for supply and installation of videoconference equipment (not less than 30 connection points).

c)    Production Capacities

The Bidder shall be certified in accordance with ISO 9001 or GOST R ISO 9001:2001 quality management standards. This certificate shall be submitted by the Bidder to the Purchaser before signing of the Contract Agreement.

The Bidder (or, if the Bidder is a Joint Venture, one of the members of Joint Venture) or its proposed sub-contractor shall have warranty service and technical support network or submit a detailed plan for setting up such warranty service network to provide warranty services and technical support on the Project Sites. If the warranty service network is provided by the sub-contractors, the written confirmation from these subcontractors of the readiness to provide warranty services and technical support of the delivered Goods shall be included in the Bid. The copies of agreements signed between the Bidder and the sub-contractors for providing warranty services and technical support shall be submitted by the Bidder to the Purchaser before signing of the Contract Agreement.

The Bidder or its authorized subcontractor shall confirm availability of the necessary personnel, namely, availability of the specialists offered for implementation of the contract, certified by manufacturers for mounting, installation, testing and commissioning of the following  equipment:

Videoconference equipment - not less than 12 technical specialists;

Network equipment – not less than 12 technical specialists;

Long-Term Archive Data Storage – not less than 2 technical specialists.

Interested eligible bidders may obtain further information from and inspect the bidding documents from the BEA at the address below during office hours 10.00 a.m. till 02.00 p.m. hours.

A complete set of bidding documents in English and Russian languages may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of RUR 3100 or in USD 100.00.  The document will be sent by airmail for overseas delivery and surface mail for local delivery.

All bids must be accompanied by a bid security of USD 150,000.00 or an equivalent amount in the currency of Bid, or in any foreign currency, or in Russian Rubles, and be delivered to the address below before 02.00 p.m. on October 20, 2009. They will be opened immediately thereafter, in the presence of bidders’ representatives, who choose to attend, at the address below. Late bids will be rejected.
