December 07, 2010 Specific Procurement Notice The Russian Federation has received financing from the World Bank toward the cost of the Judicial Reform Support Project, and it intends to apply part of the proceeds toward payments under the contract for Supply and Installation of the Information and Reference System for Visitors of the Supreme Court of the Russian Federation. Foundation “Bureau of Economic Analysis”, acting as the Project Implementation Unit in accordance with Agreement No. 01-01-06/04-153 dated September 26, 2007 between Ministry of Finance of the Russian Federation, Ministry of Economic Development of the Russian Federation and Foundation “Bureau of Economic Analysis” (BEA), now invites sealed bids from eligible bidders for rendering of services under contract # JRSP/1/B.2.2.5 “Supply and Installation of the Information and Reference System for Visitors of the Supreme Court of the Russian Federation” including supply and installation of 15 Information and Reference Terminals, 12 Information Board, 6 Announcement Board, 2 servers, 10 notebooks and 170 workstations. Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, edition of May 2004, and is open to all Bidders eligible as defined in these Guidelines, that meet the following minimum qualification criteria a) Financial Capabilities (1) The Bidder’s (single Bidder or Joint Venture) average annual turnover shall be at least equivalent of USD 3 million for the last 3 years (2007 – 2009). If the Bidder is a Joint Venture, the average annual turnover of the Partner in charge shall be at least equivalent of USD 2 million for the last 3 years (2007 – 2009). The Bidder shall provide, as documentary evidence for the above information, copies of the auditor's conclusions for the above mentioned period or balance sheets certified by tax service of the Bidder's country (as a rule for the Russian companies). b) Specific Experience with Similar Projects (2) The Bidder (single Bidder or one of the Joint Venture member) shall confirm experience in implementation of at least 1 contract for supply and installation of similar type and quantity equipment for the last 3 years (2007 – 2009). c) Production Capacities (1) The Bidder shall be certified in accordance with ISO 9001 or GOST R ISO 9001:2008 quality management standards. This certificate shall be submitted by the Bidder to the Purchaser before signing of the Contract Agreement. (2) The Bidder or its designated subcontractor shall have warranty service centers in Project Sites, or must submit as a part of Preliminary Project Plan the detailed plan for setting up such warranty service center to provide warranty services and technical support on the terms indicated in the Bidding Documents. The Bidder shall submit to the Purchaser the copies of signed subcontracts with warranty service center(s) before signing of the Contract Agreement. Interested eligible Bidders may obtain further information from BEA and inspect the bidding documents at the address below from 10:00 to 14:00 Moscow time. A complete set of bidding documents in Russian and English languages may be purchased by interested Bidders on submission of a written application to the address below and upon payment of a nonrefundable fee of 3,000.00 Russian Rubles (no VAT is charged) or in USD 100.00. All bids must be accompanied by a bid security of not less than USD 28,000.00 or an equivalent amount in the currency of Bid, or an equivalent in other currency, and be delivered to the address below by 14:00 Moscow time, January 21, 2011. They will be opened immediately thereafter, in the presence of bidders’ representatives, who choose to attend, at the address below. Late bids will be rejected.
