The Russian Federation has received financing from the World Bank toward the cost of the Judicial Reform Support Project, and it intends to apply part of the proceeds toward payments under the contract for Equipment for Workplaces of Judges and Employees of Supreme Court.

Foundation “Bureau of Economic Analysis”, acting as the Project Implementation Unit in accordance with Agreement No. 01-01-06/04-153 dated September 26, 2007 between Ministry of finance of Russian Federation, Ministry for economic development and trade of Russian Federation and Foundation “Bureau of Economic Analysis” (BEA), now invites sealed bids from eligible bidders for supply and installation of goods under contract # JRSP/1/B.2.2.2 “Equipment for Workplaces of Judges and Employees of Supreme Court”. The Supplier shall deliver computer and telecommunication equipment (including 720 workstations, 12 servers, 25 notebooks, 3 data storage systems, 787 multifunctional devices, 25 printers, 556 digital telephone sets etc.), standard and special software to Supreme Court of Russian Federation in Moscow, and provide technical support and warranty services at the consignee’s site. The delivery period is 26 weeks from the contract effectiveness date.

Bidding will be conducted through the international competitive bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (current edition), and is open to all eligible bidders as defined in the guidelines.

Qualification requirements for the Bidders are:
(a)        Financial Capability
The Bidder shall furnish documentary evidence that it meets the following financial requirements:
The Bidder’s (single Bidder or Joint Venture) average annual turnover shall be not less than equivalent of USD 25 million for the last three (3) years (2004-2006).
If the Bidder is a Joint Venture, the average annual turnover of the Partner’s in charge shall be not less than equivalent of USD 15 million for the last three (3) years (2004-2006).
The Bidder shall provide, as documentary evidence for the above information, copies of the auditor's conclusions for the above mentioned period or balance reports certified by tax service of the Bidder's country (as a rule for the Russian companies).

(b)        Specific Experience with Similar Projects
The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):
The Bidder shall furnish the documentary evidence that the Bidder (or, if the Bidder is a Joint Venture, one of the members) have an experience of successfully completing during the past three (3) years at least two (2) contracts for delivery of similar to proposed type of equipment. The total value of each contract should be not less five (5) million US dollars.

(c)        Technical Capacity
The Bidder shall furnish documentary evidence to demonstrate that it meets the following Technical Capacity requirement(s):
- The Bidder shall be certified in accordance with ISO 9001:2000 or GOST R ISO 9001:2000 quality management standards. This certificate shall be submitted by the Bidder to the Purchaser prior to signing the Contract Agreement.
- The Bidder or its designated sub-contractor must have warranty service network or must submit as a part of the Bid the detailed plan for setting up such warranty service network to provide warranty services and technical support at the consignee’s site.

Interested eligible Bidders may obtain further information from BEA and inspect the bidding documents at the address below from 10:00 to 14:00 Moscow time. A complete set of Bidding Documents in English and Russian languages may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of 2,500.00 Russian Rubles (no VAT is charged) or USD 100.00. The document will be sent by airmail for overseas delivery and surface mail for local delivery.

All bids must be accompanied by a bid security of not less than USD 100,000.00 or an equivalent amount in the currency of bid, or an equivalent amount in a freely convertible currency, and be delivered to the address below by 14:00 Moscow time, November 23, 2007. They will be opened immediately thereafter, in the presence of bidders’ representatives, who choose to attend, at the address below. Late bids will be rejected. 

The attention of prospective bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the bidder and (ii) that violations are considered fraud, which is, among other remedies, punishable by potential blacklisting from participation in future World Bank-financed procurement.
