The Russian Federation has received financing from the World Bank toward the cost of the Judicial Reform Support Project, and it intends to apply part of the proceeds toward payments under the contract for Procurement of services for retrospective conversion of decisions and data files of the Supreme Court of the Russian Federation into the electronic format – stage 2.

Foundation “Bureau of Economic Analysis”, acting as the Project Implementation Unit in accordance with Agreement No. 01-01-06/04-153 dated September 26, 2007 between Ministry of Finance of the Russian Federation, Ministry of Economic Development of the Russian Federation and Foundation “Bureau of Economic Analysis” (BEA), now invites sealed bids from eligible bidders for rendering of services under contract # JRSP/1/B.2.1.2 “Procurement of services for retrospective conversion of decisions and data files of the Supreme Court of the Russian Federation into the electronic format – stage 2”. The following activities shall be performed: (i) to scan decisions of the RSFSR Supreme Court and the Supreme Court of the Russian Federation, 100 000 decisions; (ii) to index scanned documents; (iii) to prepare the resulting database. The period of work is expected not to exceed 7 months from the date of Contract signing.

Bidding will be conducted through the National Competitive Bidding (NCB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (edition of May 2004), and is open to all eligible bidders as defined in the guidelines.

To qualify for award of the Contract, bidders shall meet the following minimum qualifying criteria:

- The Bidder’s average annual turnover shall be not less than equivalent of 500 000 RUR for the last three (3) years (2007-2009).
- The Bidder shall furnish the documentary evidence that the Bidder has experience of performance not less than 2 contract on scanning and retrospective conversion (not less than 1 million scanned sheets under the contract) for last three years (2007 - 2009).

Interested eligible Bidders may obtain further information from BEA and inspect the bidding documents at the address below from 10:00 to 14:00 Moscow time. A complete set of Bidding Documents in Russian language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of USD 100.00 (no VAT is charged). They will be opened immediately thereafter, in the presence of bidders’ representatives, who choose to attend, at the address below. Late bids will be rejected.
