Expressions of interest
The Russian Federation has received financing from the World Bank toward the cost of the Judicial Reform Support Project, and intends to apply part of the proceeds for consultant services for the scientific analysis and systematization of decisions of the Constitutional Court of the Russian Federation for all period of its work (lot No. JRSP/1/A.5.2).
The main objectives of the consultancy is providing the scientific analysis and systematization of decisions of the Constitutional Courts of the Russian Federation, legal propositions, quotations and comments based on problems of law fields accepted by the Constitutional Court of the Russian Federation. The systematization shall be incorporated in the information system of the Constitutional Court of the Russian Federation.
To fulfill the assignment, the following tasks should be implemented:
- Develop the aggregate of sectoral classifications/rubricators of decisions, legal propositions, quotations and comments based on the specific structure of sectoral departments of the Constitutional Court of the Russian Federation;
- Install the developed sectoral classifications/rubricators into integrated information system of the Constitutional Court of the Russian Federation in the following high-level functional sub-systems: "electronic bank of documents of the Constitutional Court (electronic archive)" and "electronic library of the Constitutional Court". These functional sub-systems are embodied at Open Text Livelink ECM-eDOCS platform and Open Text Livelink ECM-eDOCS Document Management product;
- Analyze all files of decisions of the Constitutional Court of the Russian Federation since 1991;
- Classify materials in the high-level functional sub-system "electronic bank of documents of the Constitutional Court (electronic archive)" of the integrated information system of the Constitutional Court of the Russian Federation and provide cross reference and links;
- Define inoperative legal propositions, for example, as a result of changes of the legislative regulation.
Estimated work duration is 6 months.
The “Bureau of Economic Analysis” Foundation appointed as Project Implementation Unit of the Judicial Reform Support Project now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
A consultant will be selected in accordance with the QCBS (Quality- and Cost-Based Selection) procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004).
