Expressions of interest
The Russian Federation has received financing from the World Bank toward the cost of the Judicial Reform Support Project, and intends to apply part of the proceeds for consultant services for research and estimate of efficiency of communication between courts and mass media under the Judicial Reform Support Project (Package No. JRSP/2/A.4.1).
The main objective of the consultancy is assistance of arrangement development of communication between courts and mass media with the object of dissemination of information on the functioning of courts and providing the transparency of the judicial system.
To fulfill the assignment under three stages, the following tasks should be implemented:
Stage 1:
- To conduct comprehensive research on communication between courts and mass media by doing content analysis, collecting and analyzing of expert estimates and results of sociological studies.
- To research advanced experience of the leading countries of Western Europe, USA and Canada in sphere of arrangement of the functioning of courts press offices and press officers.
Estimated work duration under Stage 1 is 4 months.
Stage 2:
- To prepare a report based on the results of analysis and included estimates of communication strategies of different judicial branches, weaknesses and common mistakes in the functioning of courts press offices and recommendations to correct the weaknesses.
- To prepare a report based on the results of research of experience of the leading countries of Western Europe, USA and Canada in sphere of arrangement of the functioning of courts press offices and communication between the judiciary, mass media and public and included recommendations to apply the experience in the Russian Federation.
Estimated work duration under Stage 2 is 2 months.
Stage 3:
- On completing of training works or other assignment of improvement in press officers’ qualification under different lot of the procurement plan to monitor of changes of courts information transparency policy, the functioning of courts press offices and to submit the report based on the results of monitoring.
Estimated work duration under Stage 3 is 6 months which include 4 months for monitoring and 2 months for preparing of final report.
The Bureau of Economic Analysis Foundation appointed as Project Implementation Unit of the Judicial Reform Support Project now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
A consultant will be selected in accordance with the QCBS (Quality- and Cost-Based Selection) procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004).
