The Russian Federation has received financing from the World Bank toward the cost of the Judicial Reform Support Project, and intends to apply part of the proceeds for consultant services for surveying the attitude of individuals and organizations toward the judicial system under the Judicial Reform Support Project (lot No. JRSP/1/A.3).
The main objective of the consultancy is periodic surveys of individuals and organizations, including users of services of judicial bodies, to find out their general attitude toward the judiciary, and toward the accessibility, quality of and satisfaction level with judicial services and enforcement of court decisions.
To fulfill the assignment, the following tasks should be implemented:

-        develop a program of a sociological survey and perform 5annual sociological surveys demonstrating individuals’ attitude toward the judiciary as a whole, openness, accessibility and efficiency of justice, and readiness to use the judiciary depending on their demographic characteristics and previous interaction experience with the judiciary;
-        develop a program of a sample survey of enterprises and organizations and perform 5 annual surveys demonstrating the attitude of business toward the judiciary, primarily to the arbitrage court system, including its dependence on the previous interaction experience with the judiciary;
-        develop a schedule of annual sociological surveys and enterprises surveys.

Estimated work duration of the development of surveys’ programs and schedule is 3 months.

The “Bureau of Economic Analysis” Foundation appointed as Project Implementation Unit of the Judicial Reform Support Project now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the QCBS (Quality- and Cost-Based Selection) procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004).
