Development of the State Statistical System Project (Stasys) has become one of the key projects to initiate the institutional and methodological changes in the statistical system of the Russian Federation, for example a transition to the international standards of statistics which were developed in accordance with the recommendations of the UN and other international agencies.
The beneficiaries of the project output are the most important government agencies: Federal Service of State Statistics (Rosstat), Ministry of Economic Development and Trade(Mineconomrazvitia of Russia), Federal Customs Service (FTS of Russia), Bank of Russia.
To ensure the efficient governance of the Project the Interagency Coordination Council (ICC) was established. ICC develops the strategy for development of the state statistical system, coordinates the activities of the Project participants, evaluates and approves the results of specific projects, considers current issues of the project implementation.
Bureau of Economic Analysis Foundation has been implementing this project since 2000.
The General Objective of the Project is the institutional development, strengthening and modernization of the technical and technological bases of the state statistical system. In the Russian Federation to meet the needs of users in reliable statistical data.
Main tasks:

Improvement of organization, management strategy and perspective planning of the Rosstat, training the staff members in standards and methodology;

Fostering knowledge of standards and methodology of the employees of the Rosstat;

Reorganization of data collection, processing, and dissemination;

Institutional strengthening and technical assistance to the government agencies participating in the Project;

Improvement of the capabilities of the Government in utilization of statistical information used for economic monitoring, forecasting, and policy making
The consulting projects implemented by BEA in the framework of the STASYS Project comprise the following

improvement of standards and regulations in the field of statistics;

optimization of the state statistical service's activities and ensuring their openness;

establishment of statistical infrastructure, developing sample survey methods of statistical observation, transition from conducting censuses to sample surveys;
-
establishment of a comprehensive system of full count censuses supplemented by sample surveys, including economic and agricultural censuses;
-
evaluation of the impact of the implemented projects on the statistical system and determining bottle-necks in the system of statistical observations;
-
working out recommendations on the further development of the state statistical system.
In the course of Project implementation BEA carried out a comprehensive program for training the staff of Rosstat, FTS of Russia, and Mineconomrazvitia of Russia. More than two thousand civil servants participated in the program.
To pursue the objective of technical reorganization of the state statistical services, in the framework of the Project BEA carried out the procurement of complex information systems, hardware and software, and rendered consulting services to the state statistical offices. In particular, for Rosstat:
- A technical project for development of the computer information system of Rosstat was carried out, including dynamic simulation; equipment was purchased to implement the applied statistical sub-systems in the pilot regions;
- Equipment deliveries to the regions were carried out to modernize the IT System of Rosstat and to implement modern software, a program to apply for GIS technologies in statistical data dissemination was developed; a system of human resource management was implemented.
Consulting services were rendered and hardware and software purchased for Mineconomrazvitia of Russia. In Federal Custom Service a system of prompt access to the customs statistics was implemented.
The Automated System of access to the customs statistics was included in the list of the best IT-projects of 2002 (Intelligent Enterprise, № 24, 24 December, 2002).
